Open up a new document size 400 by 400. Ok now create a new layer by going to layer/new layer.Name it square..Now what you will do is grab the reqtangular marquee tool.. Draw a good sized square that will take up at least half of the page. Then inside that square make a smaller square selection. Then press backspace. Now you should have a thick border that looks something like this.
