If you didn't already make the original layer black and white go do it now. You can do that by going to image/adjustments/desaturate. Ok once you have that go to layer/merge visible. Go to layer/duplicate layer. Then go to layer/layer style/blending options/color. Then choose any color you want but make the blend mode "vivid light" also.
