Step Four

Lets create some circles. You can do this with your ellipse tool or your brush. I used the brush. I used the preset brushes and assorted brushes to have a few different circles in different sizes. Do this on a new layer. Then, reduce the opacity of the layer to get what you want. Mine is at about 40%.





Now, on another layer...  make some tiny small circles. Like, 4 pixels or so. I called these stars. If you keep the layer above your gradient layer, your stars can be whatever color you like. If you put it below the gradient layer like I did you will have them all different colors.  If it was above the gradient layer, my stars would have been blue, the color they were originally.
