Now that you have made your basic circle, go to layer/duplicate layer, and call it face_shine. After you have done that go to edit/transform/scale. We want to make this circle slightly smaller then the first. After you have done that go to layer/layer style/blending options/gradient. Now give the bottom of the circle the same color as the layer face, and the top of the circle a pure white color ffffff.
